Engineering students to lose academic year

Thousands of engineering students would be losing one academic year. Mumbai University has issued a circular stating that students can be allowed to appear for their fourth year semester exams as per the old syllabus only in the 2015-16 academic year after they clear their ATKT (allow to keep term) exams.

A division bench of justice VA Naik and justice MR Bhatkar accordingly disposed of a petition filed by a student, Krutika Sakhare, and others seeking directions to the university to allow them to appear for the VII and VIII semester exams as per the old syllabus in this academic year.

Appearing for the university advocate Rui Rodriguez submitted a circular dated March 3, which gives two options to the students. One is for those students who clear the first, second and third years as per the revised 2007 and the old syllabus. They will be allowed to enter the VII and VIII semester in 2015-16 as per old syllabus. Second, those students who have passed first and second years but failed in not more than five heads in their V and VI semester exams. These students will be allowed to enter the VII and VIII semesters in 2015-16 academic year as per old syllabus.

Thus, students will have to clear their backlog exams and then appear for the next semester in 2015. They cannot attend the exams scheduled in May this year. Sakhare had moved the court against the MU ordinance of 2013, which makes it mandatory for engineering students to appear for their fourth year exams, as per the new syllabus.

They wanted the university to allow them to appear for their VII and VIII semester exams in the same academic year of 2014-2015 after clearing ATKT, as it was allowed in the year 2009, by issuing a circular.

The college should confirm the same and submit the list along with fees to the Examination Section. The college login and the password shall be communicated soon. The college staff shall confirm the forms after receiving the fees along with acknowledgement at the college. The college staff shall submit the list along with fees in Examination Section. The university staff shall confirm the list online after receiving the fees and the signed list.

Mumbai University question papers with watermark now

From the October exams, every question paper given to students of the University of Mumbai will have a watermark with the exam centre name and code.

To prevent malpractices such as paper leaks during exams, the university also asked all colleges to put up a CCTV camera in the strongroom and hand over footage to the examination section.

The university will even monitor the IP address from where the digital papers are downloaded at a centre.

After several instances of paper leaks in previous years, the university decided to introduce more security features in the question paper delivery process.

After it adopted the digital mode of paper delivery in the last academic year, other malpractices were reported.

"If the question paper is of four pages, all the pages will have the watermark with the college's name and code," controller of examinations Dinesh Bhonde said. "In case of malpractices, the college involved can be traced easily. Colleges need a high-speed printer, CCTV camera and a computer. The university's software has to be installed on only one computer and printouts need to be taken from the same."

The technique was implemented in the Arpil-May engineering exam. It is to be extended to other faculties.

The university conducted a mock drill on September 11, followed by a workshop. More workshops are planned.

Bhonde said the drills were successful, but colleges feared the new system would be time-consuming.

"Even for engineering, the system did not work for the first two to three days," a principal said. "With more students taking the commerce exams, it could be difficult for the colleges to take multiple printouts using the software. The software also affects the printer speed."

University registrar MA Khan said more security features were in the pipeline.
